FEMA Permanent Housing Construction Repairs – Crow Tribe of Montana (DR-4847)
The Federal Emergency Management Agency (FEMA) is hosting an Industry Day to provide information and engage potential contractors for the Permanent Housing Construction (PHC) Repairs project supporting the Crow Tribe of Montana following the August 6, 2024 severe storm and straight-line wind event. FEMA seeks qualified firms to repair approximately 25 properties as part of the PHC program.
The scope includes site inspections, development of cost estimates, habitability repairs, utility connections, procurement of construction materials, and compliance with federal, state, tribal, and environmental requirements. Contractors must adhere to Tribal Employment Rights Ordinance (TERO) and ensure quality control throughout the project.
Evaluation criteria will include technical approach, past performance, and price. Offerors should demonstrate capability in residential construction, experience with tribal projects, and ability to manage supply chain and staffing challenges unique to the Crow Reservation.
