Amendment 0001: The purpose of this amendment is to revise the solicitation as follows:

A. The Period of Performance has been updated for all CLINs in the solicitation;

B. The Addenda to FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, and FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, have been updated;

C. The deadline for submission of questions has been extended;

D. The deadline for receipt of quotes has been extended to 4:00 PM on 31 March 2026.

All other terms and conditions of the solicitation remain unchanged.

The Department of War Education Activity (DoWEA) requires mobile communication services and devices to support school operations in Guam. Reliable mobile capability is essential for school leadership, administration, facilities, transportation personnel, and emergency response, including support for student activities and field trips.

DoWEA operates a global school system serving military-connected students and requires modern mobile solutions to ensure effective communication across geographically dispersed locations.

The Contractor shall provide mobile devices (smartphones and basic communication devices), associated service plans, warranty support, and administrative services in accordance with the solicitation requirements.
