The National Heart, Lung, and Blood Institute intends to negotiate and award a purchase order on a sole-source basis to DMT-USA Inc., UEI DUDLHUXCKYJ7, under FAR 13.106-1(b)(1). The proposed acquisition is for one complete pressure myograph system for ex vivo physiological assessment of small arteries and other blood vessels obtained from mouse models.



The system will support studies of vascular compliance, stiffness, diameter, axial force, pressure, and functional response under near-physiological conditions. The required system must include, at minimum:




  • A pressure myograph chamber capable of mounting vessels ranging from approximately 60 micrometers to at least 1.2 millimeters in diameter.

  • Interchangeable cannulas suitable for the required vessel-size range.

  • A longitudinal force transducer capable of measuring axial vessel force.

  • Integrated inlet and outlet pressure transducers.

  • A microscope with an integrated camera, infrared illumination, and appropriate objectives.

  • Acquisition and analysis software providing real-time vessel-diameter tracking and display of experimental parameters.

  • Necessary pressure regulation, flow measurement, vacuum, calibration, interface, tubing, cabling, computer, and installation components.

  • Delivery, installation, operational verification, and basic user training.



The Government’s market research and technical assessment identified DMT-USA Inc. as the only source capable of providing an integrated pressure myograph with the required longitudinal force-measurement capability. This capability is essential for applying consistent vessel stretch and producing accurate, reliable, and reproducible vascular-function data. Other systems reviewed did not provide the complete combination of vessel-size flexibility, longitudinal force measurement, integrated pressure transducers, microscopy, and compatible real-time acquisition software required by NHLBI.



Delivery, installation, and training will be performed at an NIH facility in Bethesda, Maryland. The anticipated classification is PSC 6515, Medical and Surgical Instruments, Equipment, and Supplies, and NAICS 339112, Surgical and Medical Instrument Manufacturing.



All responsible sources may submit a quotation and technical capability documentation demonstrating their ability to satisfy every essential requirement. Responses received bydeadline will be considered by the Government. A determination not to compete the proposed acquisition based on responses to this notice is solely within the Government’s discretion.

The Government intends to apply the domestic preference requirements of the Buy American statute and FAR Part 25, as applicable to this acquisition. In evaluating any quotations received in response to this notice, the Government will apply the applicable evaluation preference to foreign end products in accordance with FAR Part 25. Offerors responding to this notice shall identify the country of origin and place of manufacture of the proposed end product and provide sufficient information for the Government to determine whether the proposed item qualifies as a domestic end product under FAR Part 25.
