10/26/2026: Notice to Offerors

Amendment 0007 is posted. A conformed solicitation has been attached in addtion to the SF30.

The only change to Section L under Amendment 0007 is Paragraph 6.1.3.5.

10/23/2026: Notice to Offerors

In order to provide further clarity, Section L, Paragraph 6.1.3.5 will revised to the following under Amendment 0007 NLT Monday, 10/26/2026.

6.1.3.5 Document Integrity and Traceability: All contracts being utilized as supporting documentation shall include, at a minimum, the front page of the contract award and clear language (such as the contract or order number in the header/footer) showing subsequent pages are tied to that front page. Offerors must submit complete supporting documents to allow evaluators to verify overall scope, context, and authenticity. Offerors are permitted to submit extracted pages or excerpts of contract documentation in lieu of complete documents, provided the submitted excerpts contain sufficient context to allow the Government to validate the specific experience being claimed.

10/13/2026: Notice to Offerors - FINAL DEADLINE FOR QUESTIONS and Amendment 0005 posted

All additional questions regarding this solicitation must be submitted to the official organizational email box, AFRL.RMZBSS.711MissionSupport@us.af.mil no later than October 15, 2026, at 2:00 PM EST.

• No Alternative Channels: The Government will not answer any questions that are not sent directly to the designated organizational mailbox. Do not send inquiries to individual points of contact.


• No Late Submissions: Questions received after 2:00 PM EST on October 15, 2026, will not be considered or answered.

10/05/2026: SPECIAL NOTICE TO OFFERORS

The government is providing advanced copies of the Section L, Section M and the Self Evaluation Sheet. As well as the Government responses to Industry's questions. These documents are being provided today ahead of the official amendment, Amendment 0004. The official SF 30 solicitation amendment will be formally posted tomorrow, October 6, 2026.

The due date for proposals is now Thursday, 15 October 2026 10:00AM EDT. Q&A will be posted with Amendment 0004.

Due to the high volume of questions received from industry, the Government will not be able to publish the consolidated Questions and Answers (Q&A) today.

The Government is actively reviewing all inquiries and will make every effort to post the complete Q&A and any associated solicitation amendment the week of September 7, 2026, following the federal holiday.

Notice to Offerors: Clarification / Question Deadline

All questions and requests for clarification regarding this solicitation must be submitted in writing no later than September 3, 2026, at 10:00 AM EDT.

The Government will make every effort to respond to all timely received questions by close of business (COB) September 4, 2026. Questions received after the deadline may not be answered.

8/21/2026: The Air Force Research Laboratory (AFRL) is announcing a synopsis and solicitation for the 711th Mission Support Services Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle. This notice of contract action constitutes a formal synopsis and solicitation and requires the submission of proposals. This procurement is advertised as an 8(a) set aside. This procurement will use RFO Part 15 Request for Proposal (RFP) process and intends to award a MAC IDIQ contract to the responsible offerors whose proposal conforms to the RFP. Future requirements and deliverables will be determined by the Contracting Officer, who will issue written Orders to the contractor in accordance with FAR Part 16.5.

The North American Industry Classification System Code (NAICS) is 541990 and the size standard is $19.5M. Foreign participation is not authorized.

The basic IDIQ period will have a five (5) year ordering period with a six (6) year period of performance. The estimated maximum dollar value is $505,000,000.00. Order values will be determined by the future needs of AFRL/711th HPW. The government makes no representation as to the number of orders. Task Order 1, Kick Off Meeting, will serve as the minimum guarantee at the issuance of the contract. There is not a guarantee of work in excess of the minimum guarantee. The Government intends to evaluate proposals and award without negotiations; however, the Government retains the right to hold negotiations if determined appropriate.
