This is a Request for Information (RFI) only. This is not a solicitation for proposals and no contract will be awarded from this notice. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research to identify commercial trailer manufacturers with the capability to produce a modified COTS semi-trailer for the transport of sensitive government cargo.
The Government is evaluating a potential acquisition strategy to adapt a proven, commercially available refrigerated/insulated freight trailer design as a low-cost alternative to a full-scale Engineering & Manufacturing Development (EMD) program.
The attached Performance Work Statement (PWS) and "RFI RESPONDENT INSTRUCTIONS COTS" documents describe the key performance requirements and the specific questions the Government is seeking industry feedback on. Key areas of interest include:
Integrating multiple large side-access cargo doors.
Reinforcing the trailer floor for heavy, concentrated loads.
Utilizing interior liner materials compatible with hazardous chemicals.
Installing exterior-accessible atmospheric sampling ("sniff") ports.
Instructions to Respondents:
Interested parties are requested to review the attached documents and provide a formal written response that addresses all questions listed in the "RFI RESPONDENT INSTRUCTIONS COTS.docx" file. Your responses will be used to determine the technical feasibility of this acquisition approach and to finalize the Government's acquisition strategy. The Government may conduct site visits to interested manufacturers' facilities as part of this ongoing market research.
