Place of Performance:
The purpose of this solicitation amendment is to provide notice of non-award for this requirement. No award will be made under this solicitation.
The Government has determined that:
The complete and actionable quotes received significantly exceeded the Independent Government Cost Estimate (IGCE), and the Government was unable to determine that the quoted prices were fair and reasonable.
Some vendors were not registered in the System for Award Management (SAM) at the time of quote submission, as required by FAR 52.204-7, System for Award Management.
Some offerors failed to provide all items required by the solicitation.
The Government intends to update its market research and re-solicit this requirement at a later date.
