Scope of Services
PRECO is seeking quotes and proposals for a Damage Assessment Service provider for the following:

1.        Damage Assessment will consist of damaged assets recorded by aerial imagery throughout PRECO territory.

2.        Assessment images must contain or include corresponding metadata/exif data including, but not limited to, latitude, longitude, altitude, and image bearing.

3.        GPS coordinates of images must be accurate to within 20 feet.

4.        All assessments must include approximate distances from PRECO assets at time of image capture.

5.        Provide PRECO with restoration progress and projection reports as requested.

6.        Damage assessment process (assessment software, procedures) must be reviewed by PRECO for approval.

7.        Any special tools or equipment (as directed by PRECO) will be reimbursed.

8.        Mobilization/Demobilization – PRECO will reimburse fees based on the rates for labor and number of hours per day actually spent by the particular individual and equipment in fight, plus fuel, lodging, and material needed to complete the mob/demob. All rates, times, and extras (fuel, lodging, materials, etc.) must be coordinated with PRECO approval.

9.        Contractor will mobilize the Damage Assessment team within 24 hours of approval.

PRECO uses ArcGIS as a platform. Field Maps is an app from this platform that captures before and after images. These are needed for FEMA documentation. The hours of operation depend on how catastrophic the storm is. There is not really a set amount requested, only time worked to complete the project. As far as Drones, PRECO will need to have the assessment done quickly due to the amount of personnel coming in to do the restoration. PRECO currently has 3386 miles of OH line covering 10 counties. Does PRECO just want assessment from still photography or would other methods be utilized (LiDAR, Thermal Analysis, Video, etc.)
Still Photography is what PRECO is after.

What level of detail is PRECO expecting from the storm assessment data? (Do you want to see downed poles, for example, or full inspection capable of identifying broken insulators?)

PRECO expects before images of the damages sustained and after pics of the damages repaired. This would include poles down, leaning poles, conductors down, ROW, and such.

The maximum distance from the pole should be no more than 75 feet, and the maximum elevation of the pole should be no greater than 25 feet above.

Just assessment still photography.

Daily would be preferable. We need a dump of photographs and a corresponding spreadsheet that includes the following information:

a.        X coordinate
b.        Y coordinate
c.        Z coordinate
d.        Heading
e.        Date of Photo
f.        Time of Photo
g.        Unique Identifier of Vehicle

Is PRECO using the minimum of ten (10) years distribution utility experience as a hard line for the damage assessors and area field manager experience?

Answer:
PRECO prefers experience and knowledge in the distribution field. It best explains the contractor`s needs in section 12 of this agreement.
