REQUEST FOR PROFESSIONAL DESIGN SERVICES FOR REPLACEMENT OF TYLER LIFT STATION
The City of Greenfield is soliciting proposals from qualified firms or individuals to provide professional design
services, construction support, and implementation of the new Tyler Lift Station for City review. Services shall
include, but are not limited to development of plans, specifications, itemized cost estimates, bid advertising,
and awards. A Request for Qualifications/Proposals will be available on the City’s website beginning
Wednesday, March 19, 2025.
The Tyler lift station is the most utilized existing lift station in the city that covers the southern quadrant of the
city. The proposed improvements are to install a new lift station that meets future developmental needs and is
also compatible with an emergency generator.
An accepted response to this RFQ/P must include three (3) copies of the bound written technical proposal with
the due date and time clearly marked on the exterior. The price proposal should be one original and one
additional copy, in a separate envelope clearly marked as the price proposal.
Proposal submittals shall be signed and submitted in a sealed envelope labeled “RFQ/P: Replacement of
Tyler Lift Station”. Proposal pricing will be signed and sealed in a separate envelope labeled “RFQ/P:
Replacement of Tyler Lift Station - Price”. Label each proposal appropriately. Each bid will be publicly opened
and read. LATE PROPOSALS WILL NOT BE ACCEPTED.

The existing Tyler lift station is located at the west corner of the Tyler Ave and El Camino Real intersection. The

BACKGROUND
The existing Tyler lift station (installed 1990) collects the sewage from the southwest quadrant of the city and
discharges through a 6-inch PVC force main to a manhole near the intersection of El Camino Real and Huerta
Ave. It covers hot spots like Greenfield High School, Vista Verde Middle School, and the Town homes. It has a
wet well with suction piping and a dry pit that houses 2, 20 hp, pumps with valves. The pumps were upgraded
from 2,10 hp pumps in 2007. This maxed out the dry pit space; therefore, bigger pumps are not feasible with
current dry-pit space.
The lift station will have a new 80 kW emergency diesel generator with automatic transfer switch in
Spring/Summer 2025. The proposed lift station should be compatible with the specified generator.
According to the 2021 Wastewater Collection Master Plan, there are a few projects that need to be upgraded
to meet the new development needs. The existing Tyler lift station itself passed in the capacity for peak hour
flow conditions; however, it is not calculated to have the same capabilities available for new development.
Therefore, the goal of this project is to design a lift station capable of meeting the predicted future goals while
still being compatible with an emergency generator and space.
As provided by the table below (from 2021 Wastewater Collection Master Plan), the new lift station should be
able to operate with a max daily flow of 810 gallons per minute (gpm) and an average daily flow of 405 gpm. This
must be accomplished with a goal of keeping pump startups less than 6 times in an hour.

PROJECT OVERVIEW
The City of Greenfield proposes to upgrade the existing lift station to a lift station that meets the current
capacity flow and the future growth capacity per the master plan layout. The Wastewater Collection Master
Plan recommended that the City consider submersible pumps with no dry pit, ideally a triplex submersible lift
station. However, the City does prefer a lift station with a dry pit, as they are easier to maintain. The City is open
to different design choices of lift stations and the reasoning for such. Our current system is deficient in today’s
Waterboard standards and requirements, which need to be met in this proposal. Apart from designing a system
that meets future capacity and reliability, the system must also consider safety and local regulations.
The purpose of this RFQ/P is to obtain Proposals from firms or individuals who are qualified and capable of
developing plans and specifications, while also providing engineering support through construction phase and
deliverables.
Scope of Work: The City is soliciting the help of firms or individuals to provide professional services for design
services, construction support, and implementation of the new Tyler Lift Station for City review. Services shall
include, but are not limited to development of plans, specifications, itemized cost estimates, bid advertising,
bid awards, and engineering support during construction.
PRELIMINARY DESIGN CONSTRAINTS
Preliminary Design Constraints:
1. The existing lift station is currently within the City’s right-of-way. The proposed lift station should
continue to be within the right-of-way (roughly North from site).
2. The proposed lift station is capable of meeting estimated future operating conditions (Table 6-4,
under Background).
3. There is a smooth planned transition from existing to new lift stations. The current system will be
active up until and when the new system is active. This will be completed while maintaining
SCADA function.
PRE-PROPOSAL
A mandatory pre-proposal meeting will be held via teleconference on Thursday, April 10, 2025, at 3:00 pm.
All firms or individuals submitting a proposal must attend the meeting, but it is optional for subcontractors.
The City of Greenfield will be conducting an overview of the project and reviewing proposal stipulations. All

will be time for firms or individuals to ask any questions to refine their proposal before submitting. Consultants
interested in submitting a proposal, must register for the mandatory pre-proposal meeting by contacting
Assistant Engineer, Alejandra Gil-Mares, at agil-mares@ci.greenfield.ca.us.
The City encourages the attendees to visit the project site to familiarize themselves with the scope of work. The
proposers shall also contact Alejandra to schedule a project site visit. The City will escort proposers to the site.
Through the course of the proposal development, consultants may raise questions concerning the RFQ/P,
which may impact proposals. The City will issue addenda as necessary to further clarify the requirements and
expectations of the RFQ/P. The City reserves the right to issue addenda up to 5 business days prior to the due
date of the proposal, without extension of the proposal due date. At the time each addendum is issued,
consultants shall acknowledge receipt by immediately emailing the acknowledgement form (including with the
addendum) to the City.

PROPOSAL SUBMITTAL
The proposal shall be completed and submitted before the deadline. The City holds the right to reject or accept
any or all proposals. Proposals may be withdrawn by a signed written request submitted to the city at any time
prior to 1:00 pm on the due date of the proposal.
Proposals will be submitted in a sealed envelope separate from pricing and addressed to Ann Rathbun, City
Clerk.
Late submittals will be rejected.
The consultant shall adhere to the City of Greenfield Agreement for Professional Services. The City will
negotiate such requirements with the selected consultant.
Proposals shall be prepared in accordance with the format specified in this section. Proposals that do not
follow this format will be subject to rejection by the city. Provide proposals in the following format:
EXCUTIVE SUMMARY
This is a signed letter stating your understanding and execution of the project. It should briefly discuss
the team’s potential and the expertise necessary to complete the project. Make any deviations or
modifications known. Include any unique project experience and quality assurance.

Present your key team members with names, titles, and contact information. Describe their current roles
and their responsibilities in relation to this project. Provide any credentials and licenses needed for

QUALIFICATIONS AND EXPERIENCE
This is the chance to provide further and detailed demonstrated expertise and qualifications of your firm
and subcontractors.
Include resumes (for both consultant and subcontractors) and credentials to be able to complete the
job.
Relevant experience or company history in similar projects stands out in proposal evaluations, including
any applicable work experience.
All proposals should have a minimum of 3 different references for both the consultants and the
subcontractors.
SCOPE OF WORK
This section is a detailed draft that should cover any assumptions, deviations and/or memos. The firms
