1. Introduction
Burke County is seeking to obtain expert professional, technical, and advisory services for designing the
renovation work for the existing Human Resources Building located at 700 E Parker Rd, Morganton, NC
28655. This design and scope of work should allow all current day-to-day activities to continue during
construction. The design firm shall handle all drawings, engineering, bid process, and project oversight.
The submittal deadline is MONDAY, APRIL 21,2025, at 2:00pm.
The firm’s qualification package shall be submitted with five (5) paper copies and one (1) electronic copy in
PDF formant on a USB drive in a sealed envelope/box.
The envelope/box shall be labeled with the project’s name, the firm’s name, and RFQ-2025-0418.

Administrative and Scope questions can be emailed to purchasing@burkenc.org no later than 5pm, on
Wednesday, April 9, 2025. Answers to all submitted questions will be posted on the website below and
provided to all those who submitted questions.
Any bid received later than the specified date and time will not be accepted or considered.
No public bid opening will take place, the bid results will be posted on the County website.

2. Purpose
The purpose of this Request for Qualifications is to obtain expert professional, technical, and advisory
services for designing the renovation work for the existing health and human services building located at
700 E Parker Rd, Morganton, NC 28655. This building houses the Burke County Health Department and the
Burke County Department of Social Services. This design and scope of work should allow all current day-to-
day activities to continue during construction. The design firm will handle all drawings, engineering, bid
process, and project oversight
3. Scope of Work
All proposals must meet the following minimum requirements. Failure to meet any of these requirements
will result in disqualification from consideration.
3.1. Prepare and submit architectural and civil design plans and proposed schedule for review and
comment.
3.2. Design renovation drawings for Human Resources Center which houses the Social Services and
Health departments. (minimum guidelines):
a. +-62,000 SF renovated space – bid ready construction documents.
i. Plumbing
ii. Mechanical
iii. Fire Protection
iv. Electrical
3.3. Preparing a detailed cost estimate including a detailed owner contingency.
3.4. Obtaining all associated governmental and environmental permits required.
3.5. Ability to provide construction administration and inspection, if requested.
3.6. Completion of bidding process and providing certified bid tabulation.
4. Requirements
The selected firm will be required to enter into an agreement with the County. The types of services and
expertise required for this solicitation are described below. Firms offering expertise in the services
described below are encouraged to submit statements of qualifications. The County will not be bound to
act by any communication or proposal submitted by firms other than in accordance with this RFQ.
5. Proposal Content and Evaluation
Include in your proposal the following specific items, which will assist in the evaluation of all proposals:
5.1. Project Approach:
a. Describe your team’s approach to successfully delivering the project. Provide details on
how each task will be completed. Include any recommendations for maximizing
effectiveness and efficiency.

5.2. Relevant Project Experience:
a. Provide a summary of your experience with similar projects, including location and client
contact information. Specify the services provided, the office location from which the work
was performed, and staff members’ responsibilities.
5.3. Project Team:
a. Provide an organizational chart identifying all staff assigned to the project, including any
sub-contractors, defining roles, responsibilities, and task assignments for the duration of
the project.
5.4. Qualifications of Personnel:
a. Provide relevant experience and qualifications of all personnel assigned to the project
5.5. Scope of Work:
a. Provide an outline for keeping the project on schedule and within budget. Include
projected workloads and staff availability, as well as a projected schedule for completion of
significant milestones and the draft and final plan
5.6. Insurance Certification.
a. Submit current insurance certificates for professional liability insurance, which indicates
limits of liability. If selected, the successful firm shall provide certificates of insurance that
also name the County as an additional insured
5.7. References:
a. Provide contact information for at least three (3) references for clients familiar with similar
work by your firm.
5.8. Proposals shall be limited to a maximum of fifteen (15) pages, not including cover page, cover
letter, RFQ contact form, or table of contents.
5.9. Since this is a request for qualifications, DO NOT INCLUDE A PRICE PROPOSAL.
6. Incurring Costs
The County is not liable for any cost incurred by the firm in the preparation or presentation of a response to
this request.
7. Right of Award or Reject
It is understood that all submittals will become part of the public's file on this matter, without
obligation to the County. The County reserves the right to accept and/or reject any and all submittals.
