Summary

The City of Napa, a California charter city (“City”), will accept sealed bids for its Hidden Glen Remediation Project (“Project”), by or before Thursday, June 4, 2026 , at 5:00 pm , via electronic submission through the procurement portal at https://procurement.opengov.com/portal/cityofnapa , in the manner set forth in the Instructions to Bidders.



Background

The City is a charter city located in Napa County, with an estimated population of 80,000. Additional information about the City is available online at www.cityofnapa.org .

The Project is located near the intersection of Pascale Place and Glory Court in Napa, California on City owned property consisting of a waste disposal site known as Hidden Glen which was closed and capped in 2001. The waste disposal site is listed as “Hidden Glen Dump” in the CalRecycle Solid Waste Information System (SWIS) database and assigned SWIS No. 28-AA-0028. According to the database, the dump is listed as an unpermitted, closed, solid waste disposal site.

In 2018 and 2019, subsurface soil investigations determined the soil on the City property and adjacent properties contain elevated lead concentrations at some locations.

In 2019, the Local Enforcement Agency (LEA) issued a Notice to Comply to the City which required submittal of a Work Plan to ensure that state minimum standards are addressed at the City owned property in compliance with Title 27 of the Code of regulations. A Remedial Action Plan (RAP) has been approved by the LEA to complete the work and comply with the notice.

The Project consists of waste excavation on City property and on-site reconsolidation and grading of the removed waste soil. In addition, waste soil from adjacent lots will be stockpiled on the City property by others and requires reconsolidation on-site. Waste soil reconsolidated on-site will be covered with a minimum of 2-feet of clean fill. Clean fill for the Project is available at an off-site City owned property.

This Project requires all workers performing activities associated with excavating and grading waste-impacted soil to complete and provide records of HAZWOPER training (see Special Conditions and Technical Specifications).
