SECTION 1.0 – SCOPE OF WORK
1.1 Introduction
The Jackson County Parks Department is requesting proposals from qualified and experienced
companies to provide standing seam metal roof replacement for structures at three (3) county
park sites. The County is seeking vendor(s) who are willing to partner with the County to replace
the roofs at these sites. The Contractor submitting the bid, is expected to be the on-site installer,
unless clearly noted at time of bid submission. The intent is to award the project to one
contractor; however, Jackson County has the right to award portions of the project to multiple
contractors.
1.2 Minimum Qualifications
a. The Bidder shall be organized for the purpose of providing metal roofing replacement
services and must have a minimum of five (5) years of experience with proven effectiveness
in providing such services for county park structures. Please provide company history.
b. The Bidder shall submit a list of five (5) references, including name of institution, address,
contact person, and telephone number.
c. The Bidder shall submit a list of five (5) references for each subcontractor to be used on the
project.
d. The bidder shall meet ALL insurance requirements in regard to Workers’ Compensation
Insurance, Professional and Commercial General Liability Insurance and Motor Vehicle
Insurance as outlined in this RFP.
e. The vendor must certify that they are not on any Federal, State, or local list of debarred or
prohibited contractors.
1.3 Description of Deliverables
The vendor shall provide services that will remove existing asphalt shingles and install new
metal roofing. These services shall include, but are not limited to:
Removal and disposal of existing asphalt shingles.
Installation of new 24 ga. or better, 12” OC standing seam metal roof, and all necessary
trim, flashing and ventilation components. Roofing system utilized shall have concealed
fasteners. Roofing material and all necessary trim pieces to be Forest Green.
Installation per manufacturer’s instructions.
Underlayment is to be a synthetic underlayment, such as Epilay Superior, or approved
like material.
No roof fasteners should penetrate the underside of 2x6 roofing boards. Proper sizing of
fasteners is required.
Contractor is responsible for verification of measurements and quantities of material.
It is expected that once the project commences, contractor will be on site and working
daily until completion.
1.4 Project Locations – Address and Descriptions
The Jackson County Parks Department has structures at the following locations requiring roof
replacement. The installation of metal roofing at these locations must be completed by May 22,
2025.

Horton Mill Pond County Park
o 120 3rd ST, Horton, MI 49246 (shelter located at south end of park)
o Shelter is approximately 28’x 20’ open gable roof
Minard Mills County Park
o 7100 Minard Rd, Parma MI 49269
o Picnic shelter is approximately 28’ x 20’ open gable roof
o Restroom building is approximately 16’ x 16’ shed roof – one vent stack.
Swains Lake County Park and Campground
o 7400 Pulaski Rd, Concord MI 49237
o Stone picnic shelter is approximately 33’ x 33’ hip roof.
o North shelter is approximately 30’ x 23’ open gable roof.
1.5 Product and Service Offerings
Jackson County is seeking a service provider that has the depth, breadth, and quality of
resources necessary to provide metal roofing services. Vendors shall prepare a written bid to
include, but not be limited to, the following terms and conditions:
The Vendor will be required to furnish properly trained and equipped personnel capable
of completing the project according to the provided information and specifications.
The Vendor should be fully licensed, insured and factory trained for installation of all
products.
Proposer must include a detailed timeline from start to completion of the project
described in Section 1.3 Description of Deliverables.
1.6 Delivery of Services
The Vendor must be able to provide metal roofing services during normal business hours of
7:00 am to 6:00 pm EST, Monday through Friday, for the duration of the agreement. It will be
the Vendor’s responsibility to determine shift times. Vendor may request extended work hours
each day, and/or seven (7) days per week in order to ensure timely completion of the project.
Vendor must supply an adequate number of personnel to complete the project by the
designated deadline of May 22, 2025. Vendor shall assure sufficient service as to provide
installation and timely completion that is convenient for the County and will not interfere with
normal operations.
Vendor shall supply a detailed planning process that includes a timeline of how its services will
be implemented for this project. If there are services that might require a longer delivery time
frame to complete the priorities identified in Section 1.3 Description of Deliverables, please
denote this requirement for the respective structures in your response.
Vendor shall supply a detailed list of other venues where it has provided its services for a similar
project as described in this RFP.
Safety Measures: Vendor shall take all necessary precautions for the safety of employees on
the worksite and shall erect and properly maintain at all times, as required on job conditions and
process of the work, all necessary safeguards for the protection of the personnel and public.
