FOR URBAN FORESTRY MANAGEMENT PLAN

INTRODUCTION & GENERAL DESCRIPTION OF PROJECT
The Town of Middlebury, Vermont is seeking responses to a Request for Proposal for the development of an Urban
Forestry Management Plan for our municipality.
Building off previously completed field survey work by the Town, the proposed development of the Town’s first
forestry management plan, will assist both Town staff and the broader community to better preserve and promote
the urban forest of Middlebury. Previous related work involved collaboration with Middlebury College to collect data
for over 1000 trees located within Town Parks and road rights-of-way.
The Town of Middlebury has received an Urban Forest and Tree Canopy Grant to support the community in
developing an Urban Forestry Management Plan.
A response to this RFP must be submitted to the Town of Middlebury, via email, by 5pm, March 15, 2025. The
proposal should be sent to Jennifer Murray, Director of Planning & Zoning, at jmurray@townofmiddlebury.org.

The Town of Middlebury reserves the right to reject any, or any part of, or all bid proposals; and to accept that bid
which the Town of Middlebury deems to be in the best interest of the Town of Middlebury.
SCOPE COMPONENTS
Consultant will use the existing tree inventory, which will support the first ever Urban Forestry Management Plan
(UFMP) for Town Parks and street trees within the Town right-of-way. The scope of work will include at a minimum,
the following elements:
A. General
1. Project Management
2. Monthly Invoicing with summary of work performed
3. Project Updates
B. Complete Urban Forestry Management Plan
1. Plan Administration
i. Partner with Town staff and the Department of Public Works, and Planning and Zoning in the
identification of scope and purpose of the plan
ii. Environmental Assessment
2. Community Outreach
i. Conduct outreach to garner community and Town objectives pertaining to an Urban Forestry
Management Plan specific to the Town
3. Assessment and recommendation regarding the Strategic Planning for:
i. Mature Trees
ii. Young Trees
iii. New/Future Tree Planting
iv. Trees by location type (Park, Street)
v. Maintenance objectives and recommended action

vi. Risk assessment of current inventory including assessment intervals
4. Implementation Plan
i. Funding Sources
ii. Strategy
iii. Performance Metric/Monitoring Plan
iv. Estimated cost for 1-,5-, and 10-year Urban Forest Management Plan Execution
5. Planting & Maintenance Plan
i. Tree selection, planting, and care
ii. Tree planting maps, detailing precise locations & species, incorporating community feedback and
inventory data
iii. Maintenance plan, detailing equipment and funding, and roles and responsibilities
6. Metrics & Management
i. Monitoring & Evaluation
ii. Budget & funding strategy
iii. Metrics for long-term sustainability
a) Number of trees planted
b) Acres of habitat restored
c) Gallons of stormwater runoff treated annually
d) Total carbon sequestered annually
CONSULTANT QUALIFICATIONS
The required minimum qualifications for any submitting consulting firm are as follows:
A. Staff shown in the organization chart should currently all possess all applicable certifications and licensing
from the State of Vermont, required to complete the project
1. The organizational chart needs to identify the Project Manager who will be the primary staff person
developing the plan and the direct contact with the Town
2. The organizational chart shall include all staff working on the project that possess a current
International Society of Arboriculture Certification
B. Knowledge of all applicable federal, State, and local regulations and standards
C. Experience with ‘similar projects’
D. Knowledge of International Society of Arboriculture Best Practices
TIMELINE
• Deadline to Respond to Request for Proposal: March 14, 2025
• Review of Submitted Proposals: March 17, 2025 through April 11, 2025
• Announcement of Selected Proposal: April 12, 2025
• Completion of Consulting Work/Production of Final Plan: March 1, 2026
BUDGET
The Town reserves the right to reject any or all the submittals. If the Town elects to select one of the submitting
Consultants, the Town will have the right to negotiate with said submitting Consultant over the final terms and
conditions of the contract in the best interest of the Town.
The primary objective of the negotiations is to maximize the Town’s ability to obtain the best value, based on the
requirements and evaluations relating to this RFP. If an agreement cannot be reached, the negotiations will be
terminated, and similar negotiations will occur with the second-ranked submitting Consultant.
