This is a readvertisement of the Install AWOS-III project for which sealed bids were originally received
by the County on April 10, 2025. The County has rejected all bids received.
Sealed bids for furnishing all labor, materials, and equipment and performing all work for the above items
will be received by the County of Luzerne until 10:30 AM local time, April 30, 2025, at 20 North
Pennsylvania Avenue, Penn Place Building, Suite 203, Wilkes-Barre, PA 18711, then publicly opened
and read aloud.
The successful bidder must comply with requirements set out in the contract documents including all
Federally Required Contract Provisions including but not limited to the Buy American Preference, Civil
Rights Title VI Assurances, Disadvantaged Business Enterprise Participation, Foreign Trade Restrictions,
Davis-Bacon Requirements, Affirmative Action Requirements, Government wide Debarment and
Suspension, Disclosure of Lobbying, and Procurement of Recovered Materials.
Plans, Specifications, and other Contract Documents are open to the public for viewing at the Luzerne
County Purchasing Office, 20 North Pennsylvania Avenue, Penn Place Building, Suite 203, Wilkes-
Barre, PA 18711. Plans and specifications can be purchased at www.deltaairport.com. Plans and
Specifications are available for purchase in both hardcopy and digital (PDF) formats.
Excepting the changes made to the revised bid receipt date, the bid documents are identical to those
original bid documents dated March 2025, inclusive of Addenda No. One (1) and No. Two (2) issued for
the project. Any firm which has previously acquired those bidding documents may utilize them for this
rebid. Note that additional Addenda may be issued.
Bids must be accompanied by a certified check or a bid bond in the amount of not less than five (5)
percent of the total amount bid. A Contract Performance Bond and a Contract Payment Bond each equal
to 100 percent of the Contract Price will be required for the successful Contractor.
No bid may be withdrawn for a period of 60 calendar days after the date of receiving bids, except that
bids for any bidder who Consents to Extend Bid Award Date may, at the request of the County of
Luzerne, be held for consideration for such longer period as may be agreed to, but in no event exceeding
240 calendar days.
No pre-bid meeting will be held as part of this rebidding effort.
In accordance with 49 CFR Part 26, a Disadvantaged Business Enterprise (DBE) Goal for this project has
been set at 0%. All DBE firms used to meet this goal must be certified by the Pennsylvania Unified
Certification Program (PA UCP). Certification as a DBE by the PA UCP is separate and distinct from
other certification programs. The only source that should be used for verification of current eligibility of a
DBE firm is the PA UCP website at www.paucp.com. Physical certification letters and/or expiration dates
should not be requested from DBE firms.

The successful bidder shall commence work with adequate force and equipment on a date to be specified
in a written order of the Owner and shall complete work within the time prescribed in the contract
documents.
Proposals shall be placed in a sealed envelope addressed to Mary Ann Amesbury, Director of Purchasing,
Luzerne County Purchasing Department, at 20 North Pennsylvania Avenue, Penn Place Building, Suite
203, Wilkes-Barre, PA 18711.
In the lower lefthand corner of the sealed proposal envelope, include the following project title:

The County of Luzerne, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78
Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it
will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged
business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation
and no businesses will be discriminated against on the grounds of race, color, national origin (including
limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or
disability in consideration for an award.
The County of Luzerne reserves the right to reject any or all bids, to waive informalities, and to re-
advertise.
