The City of Durham will open sealed formal Bids submitted by qualified Bidders at 2:00 PM on Thursday,
March 20, 2025 for Contract 16208, Project: East Durham Water, Sewer, and Stormwater Replacement
Phase 1A at the Department of Water Management Training Room C, 1600 Mist Lake Drive, Durham,
North Carolina. This project is being re-bid due to the City not receiving a sufficient number of bids
during the initial bid period.
The Project involves the furnishing of all materials, labor, equipment, tools, etc. unless otherwise
specified, for the complete installation of:
East Durham Water, Sewer, and Stormwater Replacement Phase 1A:
The Base Bid consists of the installation of approximately 3,200 linear feet of 8-inch to 16-inch
sanitary sewer replacement, replacement and reconnection of existing sanitary sewer services,
installation of approximately 2,100 linear feet of 6-inch to 12-inch DIP waterline, replacement of
existing domestic and fire services, installation of approximately 260 linear feet of 36-inch to 42-
inch stormwater, sanitary sewer / stormwater structures, connections to existing piping, valve
assemblies, traffic control, approximately 150 LF of 8-inch CIPP installation, miscellaneous surface

restoration and all associated appurtenances, as described in the Specifications and shown on the
Drawings.
The Bid Alternate consists of the installation approximately 230 LF of 8” sanitary sewer as shown
in Sanitary Sewer Connection Details Number 2 and 3.
The foregoing description shall not be construed as a complete description of all work required.
Beginning Wednesday, January 29, 2025, the Contract Documents may be reviewed online and be
obtained from Accent Imaging, 8121 Brownleigh Drive, Raleigh, NC 27617, (919) 782-3332, or at
www.accentimaging.com. A hard copy of the plans, contract, or electronic files may be obtained at a
non-refundable fee of two hundred dollars ($200.00) for the hard set plus digital, or one hundred dollars
($100.00) for digital only plus sales tax and delivery. Plans must be purchased through Accent Imaging to
be on the bidders list. Bids will only be accepted from companies listed on the bidders list. All updates /
notifications regarding the bid, including Addenda, will be distributed to companies on the bidders list.
The Contract Documents may be viewed, free of charge, at the City of Durham, Department of Water
Management, 1600 Mist Lake Drive, Durham, North Carolina by appointment only.
The Project Manual including Bidding Documents, Contract Documents, and Technical Specifications,
including the drawings, will also be on file at the following locations:

• McGraw Hill Dodge Plan Room, Raleigh and Charlotte, NC
• NC Institute of Minority Economic Development, 114 W. Parrish Street, Durham, NC

A non-mandatory pre-Bid conference was held at 10:00 AM on Tuesday, February 25, 2025 at the
Department of Water Management, 1600 Mist Lake Drive, Durham, North Carolina. A summary of the
meeting is included in Addendum 1.
Each Bidder must be licensed under Chapter 87 of the North Carolina General Statutes. Bidders must
conform with the provisions of the North Carolina Contractor’s Licensing Act of 1925, as amended. All
Bids must include a non-collusion affidavit.
The City of Durham requires the Project to be substantially completed within 270 consecutive calendar
days, and completed within 300 calendar days from date of Notice to Proceed.
No Bid shall be considered or accepted unless at the time of its filing the same shall be accompanied by
a deposit of cash or a certified or cashier's check drawn on a bank or trust company insured by the
Federal Deposit Insurance Corporation (FDIC), in an amount equal to five percent (5%) of the amount of
the Bid. The check shall be made payable to the City of Durham. Said deposit shall guarantee that the
Contract will be entered into by the successful Bidder if the award is made. Such deposit of cash or
certified or cashier's check may be held by the City until the successful Bidder has executed and
delivered the Contract Documents, including performance and payment bond, to the City of Durham
and returned or kept in accordance with North Carolina General Statute 143-129.

In lieu of the cash deposit or certified or cashier’s check mentioned above, the Bidder may file a Bid
bond in the same amount executed by a corporate surety authorized to execute such bonds in North
Carolina and conditioned as provided by North Carolina General Statute 143-129 and in the form
attached to the Bidding Documents (see Appendix F) or on file with the Engineer. Bid bond forms
enclosed as part of the Bidding Documents must be properly executed at the time Bids are submitted
before Bid will be considered. Properly executed Power of Attorney of the corporate surety's agent shall
accompany such bond and be attached to the page provided therefore in the Bidding Documents.
Bids shall be submitted under a condition of irrevocability, except as required by law, for a period of
ninety (90) days after Bid opening.
The City of Durham reserves the right to accept or reject any or all Bids, to waive any and all
informalities, and to disregard all nonconforming or conditional Bids or counter Bids, and to accepts the
Bid that will be in the best interest of the City of Durham.
