NOTICE OF INTENT TO SOLE SOURCE
INTRODUCTION:
The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a bridge contract on a sole source basis with Rock Ferry Station, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for Health Informatics Professional and Technical Services to the Interagency Health Informatics (IHI) office within the Digital Health Office (DHO). The purpose of this contract is to provide continuity of services while the VHA s Integrated Healthcare Technologies (IHT) 2.0 contract is finalized. The contract will provide services crucial to the VA s Health Informatics Professional and Technical Services work.
REQUIREMENT:
The contractor shall provide interagency Program Management support, which involves the exchange of interagency Interoperable Electronic Health Records (EHRs), interagency clinical and interagency physician-centric strategic planning, and support for the interagency clinical project needs of VHA. Furthermore, this contract is to provide support for interagency clinical and executive healthcare -- all intended for improving Interagency seamless patient care delivery processes.
Furthermore, this contract work centers on Interagency EHR Interoperability and Innovation at VA/DoD Joint Venture and medical sharing locations and the interagency health care they provide 24x7. The interagency contract work will be centered on VHA facility and/or VISN approved interagency healthcare activities with DoD, obtained from clinicians at the joint venture sites. This is not a routine program support activity, rather it requires documented interagency experiences and interagency skills that are highly specialized for this very specific interagency work with already experienced interagency Government managers.
Specifically, the interagency functional health care task areas that shall be supported by the Contractor are:
(a) VA/DoD Interagency Program/Project Management for Interagency Health Informatics for joint, health care activities, interagency transitions of care, and all associated Interagency processes/procedures that add value to the interagency patient experience and enhance medical quality provided by VHA; and
(b) Interagency Health Informatics (IHI) Professional and Technical Services supporting EHRs capable of data sharing and used by VHA clinicians/others for interagency health care strategic planning, and health care consulting services for VA and DoD interagency delivery by VHA clinicians and health care providers; and
(c) VA/DoD Interagency Clinical Informatics Board (ICIB) and the VA/DoD Health Executive Council (HEC) Health Data Sharing (HDS) Business Line committee (and any successor committees) support of its evolving mission requirements, in particular, helping government managers stand up and support several working groups within the healthcare sharing domain and government interests focused on transitions of care for veterans and service members and their dependents.
ADMINISTRATIVE:
The applicable North American Industry Classification System 9NAICS) code, 541611 Administrative Management and General management Consulting Services is most appropriate for this requirement. The size standard is $24.5 million. The Product Service Code (PSC) is R408 Professional: Program Management/Support.
In accordance with VAAR 819.7008, the determination to make a sole source award to an SDVOSB is a business decision wholly within the discretion of the Contracting officer; therefore, the requirement to ensure that offers are solicited from as many potential sources as practicable is not applicable to this procurement. In addition, 819.7008(c) further authorizes the Contracting officer to make the award without first determining that only one SDVOSB source can meet the requirement.
The statutory authority permitting other than full and open competition is 41 U.S.C.§ 253(c)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, Authorized or required by statute . The applicable statute is Public Law 109-461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC § 8127(c).
This notice of intent is not a solicitation, nor is it a request for competitive quotations and/or proposals. Contractors will not be reimbursed for any/all costs associated with submissions provided to the Government in response to this announcement. Responsible sources that believe they could satisfy the requirements listed may clearly and unambiguously identify their capability in writing on or before the response date for this notice.
