Combined Synopsis - Solicitation for Commercial Items (IAW FAR 12.603)

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA460824QC150, is IAW FAR Parts 12 and 13 and is IAW provisions and clauses in Federal Acquisition Circular (FAC) 2024-05, effective as of 22 May 2024. This is a total set aside for small business and the associated North American Industry Classification (NAICS) number is 314110. The small business size standard is 1500 employees.

Funds are presently available for this effort. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs.

Background

The USAF Carpet II program is a two-tiered contract. Tier I refers to carpet manufacturers and Tier II is used to refer to carpet installers. Carpet installers shall purchase and install carpet from one of the awarded Tier I contractors. All terms and conditions, including the NTE pricing established in the Tier I contracts, shall be incorporated into all subsequent Tier II contracts. Tier II contractors (carpet installers or local dealers with installers) must contact Tier I contractors for material quotes and orders.

Description/Purpose:

This RFQ, solicitation number FA460824QC150, is for carpet removal and installation of five (5) rooms in Building 6238 – Hangar 11 on Barksdale AFB, LA.

CLIN 0001 – Carpet Cost

CLIN 0002 – Adhesive Cost

CLIN 0003 – Installer Cost (including shipping)

Please note, contractor mark-up/profit are not allowable on items purchased via Tier I contracts. Additionally, shipping information or cost does not apply at the Tier I level. The carpet shall be purchased by the installers and shipping costs shall be included in the overall installation pricing at the Tier II level. PLEASE NOTE approved carpet designes for each Tier I contractor will be listed in Attachment 4 - CE Memorandum.

Site Visit

A site visit will be held on Barksdale AFB at Building 6238 – Hanger 11 (339 Lindbergh Rd East) on Monday August 26, 2024, at 2:00 PM Central Daylight Time (CDT). Offerors attending the site visit will meet at the front entrance of Building 6238. Once all attendees have arrived, the group will be escorted into the building. Site visit attendance is recommended; however, it is not mandatory.

Please RSVP for this site visit no later than (NLT) 2:00 PM CDT on August 23, 2024. RSVP emails should include company name, the name of the individual(s) attending, company phone number, phone number of the individual(s) attending the site visit and if the attendee(s) will need to be sponsored on to Barksdale AFB. On the day of the site visit, offerors who do not have base access will need their Driver’s License, vehicle registration, and insurance to obtain access to Barksdale AFB. These individuals may use one of the two entry control points listed below to obtain a visitor’s pass:

1.) Contractors driving a noncommercial vehicle will meet at the West Shreveport Gate Visitor Center, located at Wilbur Wright Dr, Barksdale AFB 71110, NLT 1:15 PM CDT on August 26, 2024.

2.) Contractors driving a marked commercial vehicle will meet at the Industrial East Gate, located at 300 Miller Rd, Bossier City, LA 71112, NLT 1:15 PM CDT on August 26, 2024.
