PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Total Machine, LLC, Address: 11034 Bloomsbury Rd, King George, VA 22485 for the purpose of purchasing mechanical parts. There is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. Unique qualification(s) details: Total Machine is the suggested/recommended vendor from internal manufacturing engineers as the preferred source for the specific parts required to build/operate these systems. There are two other vendors who perform similar manufacturing of parts; however, the other two vendors will not do the work required for all items being requested. In other words, there are three possible sources for the work, but only one of them can perform/complete all the requirements – only Total Machine can/will. Additionally, the other two possible vendors require each solid file for each part be sent separately. Due to the volume and specifics being requested, putting each part onto a separate form takes unnecessary and extended time and is less efficient when compared to processing all the solids (files) at once. This is a time savings that Total Machine provides in addition to machining all requested parts (which again the other vendors will not).
This notice will be distributed solely through the U.S. General Services Administration’s beta.sam.gov website (www.beta.sam.gov). Interested parties are responsible for monitoring the beta.sam.gov website to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 336390, Other Motor Vehicle Parts Manufacturing.
The FBI intends to negotiate with only one source under the authority of FAR 6.302-1(b)(1). Interested parties may identify their interests and capability to respond to this requirement to the attention of: Allison E. Stecher, email address: aestecher@fbi.gov by Wednesday, March 19, 2025 (12:00 PM Eastern). Only emailed responses will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
