SOURCES SOUGHT DESCRIPTION
This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 611430, Professional and Management Develop Training. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement.
The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following:
STATEMENT OF WORK (SOW)
FOR
FIREARMS TRAINING FACILITY
VETERANS HEALTH ADMINISTRATION
ROBERT J. DOLE VAMC
1. INTRODUCTION
The Veterans Health Administration, Robert J. Dole VAMC has a requirement to provide the Robert J. Dole VAMC, Police Services with the use of a Firearms Training Facility/In-door range for annual qualifications and firearms training purposes to include defensive tactics, active threat response and ground defense training.
2. SCOPE OF WORK
The contracted facility shall provide all equipment, tools, and materials necessary to facilitate semi-annual qualifications and firearms training. The facility shall allow flexible range scheduling over multiple days each quarter to ensure department members meet training requirements. Robert J. Dole VAMC Police Department will provide their own certified instructors, and range safety officers for all training activities. Robert J. Dole VAMC Police will utilize department issued firearms, and government purchased ammunition and targets. This agreement will include a base year with four (4) additional option years.
3. TECHNICAL REQUIREMENTS
The technical requirements for in-door Firearms Training Facility/range:
Factor No. 1
Shall have 0 to 25-yard shooting distance.
Shall have low-light and no-light capability.
Shall have rifle (5.56) capable range for long gun training.
Shall have down range tactical movement and shooting.
Shall have cardboard target holders and moveable target stands.
Shall allow VA Police Department to provide their own instructor and range safety officers.
Shall be capable of providing private range training separate from the public.
Shall have moveable barricades and barriers for tactical firearms training.
Shall have individual shooting stations with removable stands to allow for kneeling and prone shooting.
Shall have programmable targets that turn, face, edge, and tease to enhance training.
Shall have moving targets which allow engagement as the target moves at variable distances between 1 and 25 yards.
Shall have ability to introduce sirens and flashing lights in the in-door range.
Shall have ability to conduct force-on-force simmunition/airsoft tactical training.
Shall have training room/classroom environment for non-armed training and instruction.
Shall have training room capable of conducting defensive tactics and ground defense training.
Shall include individual membership(s)/access for all assigned officers for off-duty range use at no cost to the officer.

Shall have desks and chairs available for classroom instruction.
Shall have projector/monitor equipment available for power point training.
Shall have internet/WIFI capability for online access.
Shall have indoor environmental controlled environment (heating and cooling)
Shall be within 10 miles of Robert J. Dole VA Medical Center.

5. SECURITY REQUIREMENTS
The C&A requirements do not apply, and a Security Accreditation Package is not required.

Base Year: March 10, 2025 - March 9, 2026
Option Year One: March 10, 2026 March 9, 2027
Option Year Two: March 10, 2027 March 9, 2028
Option Year Three: March 10, 2028 March 9, 2029

It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the brand name.

If so, please provide the contract number. Please submit your capabilities that show clear, compelling, and convincing evidence that you can meet the requirement described in the attached SOW.
