Description
This Special Notice of Intent (NOI) is not a request for competitive proposals. This is not a solicitation or request for offers.  The Department of Veterans Affairs (VA), Loma Linda Healthcare System (VALLHCS) intends to award a delivery order to Garratt Callahan for delivery of legionella filters, sink parts and accessories only. The urgent circumstances leading to justification for other than full and open competition is to mitigate VALLHCS domestic water system that tested positive for legionella. VALLHCS conducted a full facility legionella remediation and tested positive for legionella. The point of use that tested positive must be replaced immediately to protect Veterans and staff from exposure to high part per million (PPM) chlorines during hyper-chlorination and appropriate responses to positive legionella. The anticipated acquisition procedures are in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b) soliciting from a single source for purchases not exceeding the simplified acquisition threshold which states that the Contracting Officer (CO) may solicit form one source if the CO determines that the circumstances of the contract action deem only one source reasonably available due to urgency.
